Overview:
Substantive Consolidation -  FRBR 1015(a) LBR 1015-1(b) - If two or more petitions by, regarding, or against the same debtor are pending in the same court, the court may order consolidation of the cases. A substantive consolidation includes combining assets and liabilities of separate estates into a single pool to pay creditors.

This filing should be accompanied by the Motion, Notice of Motion and Proposed Order.  When required by Local Bankruptcy Rule 9013-3, a Certificate of Service must also be filed.
