I. Technical Failures
1. The Court's CM/ECF site is deemed subject to a Technical Failure on a given day if the site is unable to accept filings continuously or intermittently over the course of any period of time greater than two hours after 7:00 a.m. In the event of a Technical Failure, a Filing User may do one of the following:
a) file the documents via electronic mail in a PDF attachment sent to the following e-mail address: PAMB_ECF_Failure@pamb.uscourts.gov;
b) file the documents in person by bringing the document to the Clerk’s Office in paper format accompanied by an electronic pdf format (e.g. CD-ROM, USB);
c) file the documents via facsimile at one of the following numbers: 570-829-0249 (Wilkes-Barre) or 717-901-2822 (Harrisburg); or
d) seek appropriate relief from the Court. Filing User’s are cautioned that the Court’s ability to grant relief may be limited by Fed. R. Bankr. P. 9006(b).
2. Technical Problems on the Filing User's end, such as phone line problems, problems with the Filing User's Internet Service Provider (ISP), or hardware or software problems, will not constitute a Technical Failure under these procedures. A Filing User who cannot file a document electronically because of a technical problem on the Filing User's end may use one of the alternate methods specified above and must include an affidavit stating the reason for not filing the documents electronically.
